1978Public Law 94-83 (Amendment)Amended NEPA to allow state agencies to prepare environmental impact statements for federal grant programs, provided that the responsible federal official maintains involvement, performs an independent evaluation, and coordinates with other affected states or land management entities
2023Public Law 118-5 (Amendment)Amended NEPA to streamline the federal permitting process by establishing mandatory one- and two-year deadlines for environmental reviews, imposing strict page limits on documents, and narrowing the scope of required impact and alternative analyses.

Loring Park Development District History: 1970s

1971Legislation for Development DistrictOn June 3, 1971, the Minnesota State Legislature enacted legislation enabling the establishment of the Loring Park Development District. The act authorized the City of Minneapolis to carry out, through specified districts, redevelopment activities to be funded by the tax increment method.
1973Urban Design PlanBy late 1973, the Loring Park Development Urban Design Plan had been developed and published by M. Paul Friedberg and Associates, and Barton-Aschman Associates, Inc. This comprehensive plan has been used by the City Council in its continuing implementation of the project.
